NOTICE
of WAITSFIELD SELECTBOARD PUBLIC HEARING
To Consider Proposed Amendments
To The Waitsfield Zoning Bylaws
Monday, January 4, 2010, 7:30 p.m.

The Waitsfield Selectboard will convene a public hearing on Monday, January 4, 2010, 7:30 p.m., at the Waitsfield Town Office in accordance with 24 VSA §4442 to consider amendments to the Waitsfield Zoning Bylaws, which were forwarded by the Waitsfield Planning Commission. The purpose of proposed bylaw amendments is to:
- Eliminate (repeal) the existing Commercial Lodging (CL) District
(Table 2.04), and associated references to this district found
throughout the Waitsfield Zoning Bylaws and Waitsfield Subdivision
Regulations;
- Establish the Adaptive Redevelopment Overlay (ARO) District,
the boundaries of which correspond to existing CL District boundaries;
- Rezone all land within the boundaries of the existing CL
District as the Agricultural-Residential (A-R) District (Table
2.07), and thereby establish the A-R District as the underlying
district for the Adaptive Redevelopment Overlay District;
- Substitute references to the "CL" district with the "ARO"
District where appropriate in the both the Waitsfield Zoning
Bylaws and Waitsfield Subdivision Regulations; and
- Amend existing bylaw definitions for "Planned Unit Development"
and "School" and add new bylaw definitions for "Accessory Housing,"
"Caretaker's Apartment" and "Value Added Production."
The proposed
regulations will affect all lands currently within the Commercial
Lodging District within the Town of Waitsfield. Below is an abbreviated

Notice of Public Hearing
TO CONSIDER ADDITION OF CLASS 4 ROADS TO THE
TOWN HIGHWAY MAP
February 8, 2010, 7:30 p.m., Waitsfield Town Office
The Waitsfield
Selectboard will convene a public hearing on Monday, February
8, 2010, 7:30 p.m., at the Waitsfield Town Office, to consider
the addition of the following Class 4 roads to the Town of Waitsfield
Official Highway Map, in accordance with Title 19 V.S.A. Chapter
3:
1. Connection between Town Highway #3 (North Road) and Town Highway
#16 (East or Ronk Road): Being that highway, as surveyed by E.
Rice, Surveyor on May 28 and 29, 1816, and recorded in Town Book
Volume 1 Page 250.
Ancient Road Study: Corridor # 5
Site visit: Fri., Dec. 18, 2009, 10:00 a.m., at the north end
of Floodwoods Road.
2. Pent road
extending from Town Highway #10 (Floodwoods Road): Being that
highway surveyed and recorded in Town Book Volume 3 Pages 5 and
6.
Ancient Road Study: Corridor # 6
Site visit: Fri., Dec. 18, 2009, 10:00 a.m., at the north end
of Floodwoods Road
3. Connection
to Town Highway #3 (North Road) to Moretown Town Line: Being that
highway, 2-rods wide, as surveyed and recorded in Town Book Volume
3 Pages 193-197.
Ancient Road Study: Corridor # 4
Site visit: Fri., Dec. 18, 2009, 11:30 a.m., at or near the Carpenter
Farm, 3174 North Road.
Site visits
will be conducted for each of the highways as noted above. An
informational meeting will be held on Monday, January 4, 2010,
8:00 p.m., to further discuss the consideration of these Town
highways.

TOWN of WAITSFIELD
Notice of Finding of No Significant Impact
USDA Rural Development's utility program (Rural Utilities Service)
has received an application for financial assistance from the
Town of Waitsfield. The proposed project will involve the construction
of a new public water supply system. This system will include
a well on Reed Road, a transmission main along Long Road, East
Road and Bushnell Road to the Town-owned LeClair site where a
500,000 gallon covered storage tank and treatment control building
will be constructed. The project will also include the construction
of a transmission main from the storage site to the North Road,
along Tremblay Road, Old County Road and Route 100 to the village
and Irasville service areas. Distribution mains, fire hydrants
and service connections are also included.
As required by the National Environmental Policy Act, the Rural
Utilities Service has assessed the potential environmental effects
of the proposed project and has determined that the proposal will
not have a significant effect on the human environment and for
which an Environment Impact Statement will not be prepared. The
basis of this determination is the need for the project and no
foreseen adverse effects on environmental resources.

at the Waitsfield Town Office, 9 Bridge Street, Waitsfield, VT
05673 and at the U.S.D.A. Rural Development Office, 89 Main Street,

Village
Center Designation Awarded
Waitsfield Village
was awarded “Village Center Designation” on September 24, 2007 under
the Vermont Downtown Program, which brings with it potential tax
benefits for owners and tenants of historic properties in the Designated
Village Center. The designation is good for three years, after
which the Town will need to re-apply.
Tax credits that are now available include:
10% tax credit for substantial rehabilitation of a historic
building;
25% tax credit for façade improvements; and/or
50% tax credit for code improvements.
The program is administered through the Vermont
Division of Historic Preservation. Contact Chris Cochran

FIRE
PERMITS
PUBLIC NOTICE
The law in Vermont
states that you must have a permit for outside burning. Natural
wood and brush are the only products allowed. Paper, cardboard,
rubbish, tires, etc. are not permitted. Please
call in the evening prior to the day of your burn or after 8:00
a.m. the day of the burn.
Fires must be attended at all times no matter the size of the
fire.

Waitsfield Conservation
Commission
The Town of Waitsfield is seeking interested citizens to fill one
2-year term on the Waitsfield Conservation Commission, which runs
through March 2011. The Conservation Commission usually meets
on the 4th Thursdays of each month. Please submit a letter

Scenic Roads
Committee At-Large Members
The Town of Waitsfield is seeking interested citizens to fill two
At-Large positions on the recently created Scenic
Roads Committee. The purpose of the committee is to carry
out various provisions called for by the Scenic
Roads Enhancement and Protection Plan, such as conducting inventories
of scenic features; reviewing guidelines and manuals for best practices
for scenic roads maintenance methods; and working with the Road
Department on special enhancement projects. Members include
the Tree Warden; the Road Commissioner; one representative each
from the Selectboard, Planning
Commission and Tree Board,
each being selected annually by its respective body; and two at-large
citizen members appointed annually by the Selectboard. Please
submit a letter of interest to the Waitsfield Selectboard, Waitsfield
Town Office, 9 Bridge Street, Waitsfield, VT 05673. For more
