    In April 2008, after years of slow deterioration and following a period of heavy rains and saturated soils, part of the town pond impoundment collapsed over the outlet pipe that drains into the wetland to the north.  Water levels in the pond and wetland were lowered to reduce the threat of water breaching the banks of the pond or further the failure of the impoundment.  After a competitive bid process, Weston and Sampson Engineers was hired to prepare an inspection and assessment report of the dam.  Several alternatives for remedial measures were investigated, including No Action, Dam Removal, Dam Rehabilitation, and Dam Replacement. The town pond is a community resource.  Not only is it valued for its aesthetic and recreation opportunities, it provides fire protection, stormwater treatment, and wildlife habitat.  W&S recommended that the pond remain in place and that the dam be rehabilitated.  A public hearing was held in June at the Big Picture Theater, and the overwhelming feedback was to repair, maintain, and improve the pond as a community asset.  Though the pond does not fall within Vermont Dam Safety Division oversight, W&S prepared a rehabilitation plan based on State standards and included design provisions to allow the water level in the wetland to the north rise in the event beavers resume residence there.  W&S estimates the cost for rehabilitating the dam to be in the area of $75,000, which does not include dredging.  If voters concur at Town Meeting, the Selectboard proposes to finance the repair with a 5-year note.

    Options

    Weston & Sampson prepared an inspection and assessment report that put forward the option of doing nothing, rehabilitating the dam in-kind, or removing the dam and returning the site to a wetland swale.  Later, an alternative option of constructing the dam with an open spillway was put forward, which people gravitated to, but was ultimately not endorsed because of the lack of support from teh ANR Dam Safety Division.  The Selectboard, at its December 22, 2008 meeting, ultimately opted to go with the rehabilitation and authorized the Town Administrator to solicit bids.

    Town Pond Rehabilitation Bid Process

    On Monday, March 2, 2009, we received four bids by the noon deadline from the following people/companies: Kingsbury Construction, DuBois Construction, Andrew DiMario, and Dydo and Company. The low lump sum bid for the pond rehabilitation was $64,950 and the high was $98,449. The bids on the dredging ranged widely and are difficult to summarize, but the cost per cubic yard ranged from $13.25 to $116.

    Article 10 passed, authorizing the Selectboard to borrow up to $100,000 for the repair and maintenance of the pond.

    TOWN POND DAM REHABILITATION

    FEBRUARY 5, 2009

    The Town of Waitsfield is seeking bids for the rehabilitation of the Town Pond dam.  This construction project entails installing appropriate environmental controls and pond water management systems; excavating through the earthen embankment to remove the existing corrugated metal pipe spillway inlet shaft and outlet pipe; installing a new reinforced concrete inlet shaft, outlet pipe, and attached low-level drain and valve; reconstructing the compacted earthen embankment; and restoring the site.  Bids for dredging the pond at the same time will also be sought.  If approved by Waitsfield voters on March 3, the project is intended to be completed during the summer of 2009.

    A complete set of bid documents prepared by Weston & Sampson Engineers, Inc., of Waterbury, Vermont, will be available at the Town Office and on-line at www.waitsfieldvt.us/townpond.  There will be a mandatory pre-bid meeting at 8:00 a.m., Thursday, February 12, 2009 at the dam site (Route 100 and Carroll Road in Irasville).  Bids must be submitted to the Waitsfield Town Office, 9 Bridge Street, Waitsfield, VT 05673 no later than Wednesday, February 25, 2009 Monday, March 2, 2009, 12:00 noon.  For more information, contact Town Administrator Valerie Capels at (802) 496-2218 or town admin e-mail address.

    Schedule


    The question of whether voters will authorize the Town to borrow money to fix the pond is on the Warning for Town Meeting.  The deadline for submissions is Wednesday, February 25, 4:30 p.m. because the Selectboard would like to be able tell voters at Town Meeting what the range of submitted costs is.  The Selectboard will be meeting on Monday, March 2, and may be prepared then to select the successful bidder.  If voters approve on March 3, the goal is to have the pond repaired as soon as possible, so the next steps of ironing out any contract details would begin soon after Town Meeting.

    A mandatory pre-bid meeting is scheduled for Thursday, Feb. 12, 8:00 a.m. at the site.  The forecast is calling for 80% chance of rain on Thursday morning (it figures), so bundle up.
